Isn’t that due to population differences? I doubt the NE got less per person. You can’t expect the SE to get nil, there’s plenty of poverty there too.

The south east has a population of 9.3 million
So according to the numbers in the article that would mean the north east has been allocated nearly double to funding per capita, vs the south east.
