This report was put together by an accounting firm called Mazar. John Bowe, who is a partner in that company was a senior executive at Anglo Irish Bank before the 2008 recession. His voice was also heard on the infamous “Anglo Irish Tapes” the Enda Kenny Fine Gael government chose to ignore.
Yes, I’m sure this report is free and independent and not at all a government propaganda piece at all.
The report claiming it didn’t affect house prices claims that the reason it didn’t affect prices was because it saw very little use to begin with. Not exactly a shining endorsement.

They’re development grants by proxy, for a country who hates developers but also needs more houses ASAP.
