I did that consultation a while back. You could write in answers (as I did) in support of keeping the status quo but the questions themselves were definitely worded in a highly leading way – they were definitely looking for answers that fitted the result they wanted.

I took that consultation and yes it was incredibly biased and I used every free-form field to point that out to them and tell them I would prefer metric only, or if they insist with imperial measurements, that metric should be given the priority.
I also sent a complaint to Department for Business, Energy & Industrial Strategy about it and they replied saying “the consultation gives respondents multiple opportunities to provide a full range of views, via the free text boxes and email”
You’ve got to wonder how far backwards the UK will go.
