Help identifying WW2 era Lithuanian and/or Estonian officials. These photos belonged to my grandmother who lived in Kaunas with her parents before 1941. Their house was one of several buildings that served as an Estonian consulate. Can anyone help me identify why these photos were so important?

In the first photo, the military man on the right side of the photo, just above the letter “A” appears to be [Jonas Černius](https://en.wikipedia.org/wiki/Jonas_%C4%8Cernius). I could be wrong though.
