It is probably Normandy’s blason for the upper part. I don’t know where the tower comes from.

“agréé dggn” may mean “agréé Direction Générale de la Gendarmerie Nationale” (accepted by HQ of Gendarmerie Nationale).
Gendarmerie is a kind of Police.
