Yes, it is!
When I was in the presidential guard I used to clean it with a horsehair brush. Other than that with a mix of water and laundry softener, by spraying on it.
I am a professional textile conservator. I would use a mini-vacuum set (like you might use for computers, keyboards, etc) and gently vacuum to remove dust and dirt. I would not use water or any other liquid on velvet and metallic lace. It is better to do too little than to do too much, especially to an older piece. And congratulations on your find!
