Its electronics, so by law you can return it for free at any store that sells electronics. Regardless of where and when it was purchased. So any mediamarkt, interdiscount, melectronics etc will do.
You probably have to ask at the counter, as there isnt usually a bin standing around.
Is it broken? If not you could try sell it or give away for free (Kleinanzeigen). If it’s broken it’s covered by VRG and can be brought back to a shop selling electric stuff or your local Recycling-Hof.
Everything with a cable is electronics and can be disposed for free.

Depending on the area you live you will find a recycling company with bins outside 24h accessible. I lived in Regensdorf and was always going to to Röllin AG to dispose such stuff.

You can bring an old fan to the Ökihof/recycling centre of the municipality. Used or broken electrical equipment can be returned for free.
