I have a radiator with a device on it ([Photo](https://imgbb.com/cQ5hvjn)) but I have no idea how the costs are measured. Is it from the warmth released or by the time on how long it was on?

  1. It measures the amount of heat. Older devices had two tubes with coloured liquid which would slowly evaporate, and the rate of evaporation (which depended on the temperature) would allow you to calculate what portion of the costs each tenant was responsible for. Modern versions do exactly the same, but digitally.
