Because on the video evidence you can clearly see him fling himself off the bridge whilst trying to escape so this is simply a waste of time caused by a family dealing with grief. Giving into every grief driven demand isn’t sensible or necessary.

The bit thats missing is ‘Have they provided any kind of account of this incident?’. If they have why would they need to be interviewed under caution? This is a lack of legal knowledge being used to stir up trouble.
Why would they be interviewed under caution unless a criminal offence is suspected?
The video is fairly clear, whilst the incident obviously didn’t go well as it resulted in someone being able to throw themselves into the Thames (described as falling in the article) as officers failed to detain them but no crime has been committed.
