Could the Titanic police requirements of the queen’s death not be a significant factor here? Officers were universally switched to 12 hour shifts with no days off for the duration – they’ve got to have that time off somewhere.
The Arsenal game was postponed as well, in part because the Met couldn’t resource the policing plan. It is easy to underestimate how much of a colossal challenge the week or so after the queen’s death was for the police
