I don’t think that Luxembourgish is there, but rather Belgium is there twice.
We’re the same color as Germany so 2+90 which is correct

Hard to tell but if you look closely I think there’s a white line left of Luxembourg while there isn’t a line where the dutch speaking and the french speaking territories of Belgium meet. Since Zweeannonzeg falls into the 2+90 scheme, and dutch (tweeënnegentig with twee being two and negentig being ninety) as well, this checks out
