Really all this targeting minorities stuff is nonsense. Before the mobilization it was poor people, because soldiering is not a popular or honorable job in Russia but it pays decent.
Post mobilization is will be whoever they can get their hands on. Just people in different regions and at different education levels will have more opportunities to avoid it.
