This was an update from today 29th of November, does this mean if I’m fully vaccinated I don’t need a PCR test even if I’m coming from Germany (dark red category)

No need to rely on second hand information. Look at the flow charts and see what applies to you, but yes probably you don’t need to get tested.
The protective measure has not changed since 27.10. Only list of countries is being updated.
A new crisis measure has however been issued, generally banning travel from some South African countries (and requiring testing even from vaccianted people).
If you are coming from Germany (currently a dark red country) and you are fully vaxxed, then you just have to fill in the [PLF](https://plf.uzis.cz) and you are done.
