
I will be starting an internship pretty soon, under a 6-month type D visa. My goal is to continue working in the country post-internship and I think that my chances of finding a job before then is quite likely, but my concern is having to go back home to acquire a work visa when the internship ends. That’s what I read here:

Is this actually true? It doesn’t make sense that I can’t reapply while in Germany. This is especially concerning for me since I plan to take my cats with me

It depends on your citizenship
I might be wrong, but I think it’s possible to apply from within, if your local Ausländeramt lets you. Assuming you completed your internship and all the requirements for the work based residence permit are met, e.g. You should contact your local Ausländeramt and inquire.
The answer is yes and no.
You cannot get a Visa in Germany, but if you have a Visa D, that anyway means, that you have to change it to an Aufenthaltstitel in maximal 90 days.
So if you have an Aufenthaltstitel its possible to change this Aufenthaltstitel to a different one, if you have all the requirements without leaving the country.
A Visa D is not a Schengenvisa, if its really a Schengenvisa then you need to leave the country and need to come back with the right Visa.
