Well seems like WBO stands for [Wrocławski Budzet Obywatelski](https://www.wroclaw.pl/rozmawia/wroclawski-budzet-obywatelski) – Citizens City Budget of Wroclaw. The citizens of Wroclaw may decide, in open voting, what shall be build/what investments should be done using part of Public Founds of City Council: e.g. building some nev parks, sports fields, bike lanes or renovating infrastructure. This seems to be “advertisement” of one of the projects.

WBO is Wrocławski Budżet Obywatelski, it says to vote in it for project number 170 which I think is building a bike lane on Krzemieniecka street. You can see it here https://www.wroclaw.pl/budzet-obywatelski-wroclaw/projekty-2022/projekt,id,170
