The person who wrote that response by the *Mail* does not realise how the verb *to refute* works. To refute is to prove something false (or show that an argument is invalid or unsound). So, one cannot refute something by a mere declaration.
More importantly: I bet that the *Mail* did the things of which it is accused, and did them knowingly. For, see that paper’s history on such matters.
