Rather that use the word “weaponise”, how about saying that more people will be turning to crime as they can no longer afford to live legitimately?
I mean, what does “weaponise” even mean in this context? Rural/Agricultural theft has been rising steadily for a decade (bar lockdown when it dropped a bit) and as more people are pushed into personal financial crisis, anything out here in the sticks that isn’t nailed down, protected by a large dog or an angry gammony man in wellys with a shotgun is going to get nicked.

[Leading rural insurer NFU Mutual’s 2022 Rural Crime Report reveals that rural crime cost Devon and Cornwall an estimated £460,000 in 2021, a fall of 37% from the previous year](https://www.cornish-times.co.uk/news/rural-theft-quickly-gathering-momentum-again-after-drop-558645) due to crime crashing during the lockdowns. Killing sheep for meat is bad now?

This happened when we lived in NZ. People would rustle sheep for their Xmas Dinner. Poverty can be quite extreme in NZ.
