It’s really tricky. It all depends on MPZP (miejscowy plan zagospodarowania przestrzennego) which specifies all types of buildings allowed on a plot. Sometimes there is no mpzp and you rely on zoning decision (decyzja o warunkach zabudowy) and building permit. In practice it is a multifamily residential building. In the past some developers used all kinds of tricks to circumvent the regulations, but this led to many problems e.g. with installing gas meters for each flat or getting a mortgage for your share.
