The paper is pretty flawed. Their methods are to compare changes in life expectancy in countries that did austerity to those that didn’t. They didn’t control for recessions.
Recessions are known to reduce life expectancy and austerity is typically a response to a recession. Even if austerity had no effect on life expectancy, the methods of this paper would still find that it does because it would be comparing countries which have recently experienced deep recessions to those that haven’t.
This isn’t to say that austerity hasn’t reduced life expectancy, it may well have done and there is good reason to think it might, only that this paper is fatally flawed by not controlling for the causal link between recessions and austerity.
It’s like trying to find out what causes car crashes, observing that before most car crashes the driver suddenly applies the brakes, and then declaring that applying brakes suddenly increases your chance of crashing. It ignores the causality between an impending accident and the likely application of the brakes to avoid it.
Car crashes “linked to emergency braking”.
Bridge collapses “linked to maintenance work”.
Deaths “linked to attending hospital”.
When you would expect an association anyway between two variables, you must control for it otherwise you are saying nothing.

(2) Cost of cancer care – or removal from the medical profession of competent physicians, due to the control of the state – and the Establishment.
UK needs a Universal Basic Income and a Wealth Fund.
