1. That is Mr. Václav Havel, our first president after Velvet revolution. Sadly, he already passed away. However not sure what this art is supposed to mean eventhough I have already seen that too and knew the context.

2. This is a reproduction of Jiri David’s work, lemme find the original…
   As others commented, the picture contains eyes of Mr. Havel.
