Clearly they are upset that the woman arrested for insulting the trans lady was released from prison.
With this in place she will hopefully serve hard time for the pain she caused.

I’m a member of a minority, and say if I was murdered, I wouldn’t want the use of ‘hate crime’ when a white person couldn’t be murdered for their race too.
The same in this instance. It should protect gender/sex both ways from hostility. I’ve seen men be the victims of all kinds of hate speech, it’s the same as trans or female hate on the ground level. Protect both but I’d imagine you’d punish the sexism against the persecuted minority more often.
