You can’t implement strict jaywalking rules without adequate and unobstructed pavements.
The inverse can be said of drives that run red lights and speed through and ignore pedestrian crossing. I guess that’s ok right, just jaywalking and pedestrians are evil.

We should not necessarily jump to conclusions who’s fault it was, but one thing is clear: as a motorist you need to be able to stop at any time; you’re the stronger, faster and more dangerous vehicle.
