They are access points to water reservoirs, usually you find them
above towns in the mountains or hills.

These are decoys to distract from the real entrances to the bunkers, which are much better camouflaged.

Those are underground water fountains. Those kids are for oxygen and other gases to freely flow from down there to the surface.
Edit: the Swiss are much sophisticated and are easily able to hide their bunkers so foreigners wouldn’t notice them until they are hit with artillery.
There are some small bunkers that have entrances similar to this. But I think those are all old (20 years +). Some even older. I had the chance to visit one some time ago where a small mortar has been installed once. Beside the shaft where the gun was, there were around 10 beds in a very cramped room. Nothing else…
As this one in the picture looks newer, i’d guess on an entrance of a water reservoir or even just an air vent..

We have lots of tunnels for trains and they have escape hatches. Bunkers and military things are here camouflaged. However I did see a huge man Werwolf run through my garden once. Not a bear or wolf as it flattened the garden shed held up from four scaffolding polls. They were bent 90 degrees to the ground.

I’d say water supply. Fences can be to protect the quality of the water. Not sure though
