In essence, The people of Lycia honor a person with a golden diadem and a large bronze portrait. Can’t find it in the bibliography and it’s a bit blurry to make out certain details.
I can mostly read the top, it says that the community of Lycia has honored again, through sponsorship, the municipality of Patara, with a golden wreath and a big bronze icon, over all the (holy part of the temple?) (not clear) (a word I don’t know the meaning) for the good of the communities of Lycia and the council (?) of God respecting councils of the nation.
