As much as I dislike Truss I think Charles was probably saying that due to the fact Truss has only recently been there due to the death of the Queen. Charles probably thought another meeting so soon was unnecessary but most likely required for whatever reason.

He’s taking out all the gold ingots, cutting the guest list and removing the ceremonial stuff as he thinks it inappropriate while people can’t heat their homes. The Radio 2 callers were demanding he reverse the decision and spend more. Insanity.

If anything he is flattering her, implying that she has more important things to do – like running the country – than coming to his gaff for a cuppa. ‘Dear o dear’ is a sort of apology in this context for her having to spend time on something that takes her attention away from the important matters of state (I’m not defending her, she’s an eejit, I’m just sick of idiots on Reddit projecting their idiocy onto others).
