They were intended to make up the difference after a small rate increase with the older stamps that had a specific monetary value, so that you didn’t have to use two full stamps instead of one just because postal rates went up by a few cents. Now the ordinary stamps they sell are all non-denominated N or W stamps, which are always valued at the current postal rates for national and international letters even when the rates increase, so the 1c stamps aren’t really useful and you might as well do crazy shite like that with ’em…

  2. Goat cheesemaker near me used to send their produce to dublin this way. Shop would carefully fold the wrapper and post back for reuse. Very eco conscious to reuse the wrapping for next shipment.
