IMO it’s a fake word that means whatever drunk script-writer wants it to mean.
p.s. most things that you see in American series or movies about other countries are fake or in the best case poorly implemented, if they use other languages (like Latvian or Russian) then actors can’t even believably pronounce few words, so be careful what you are being fed on tv 🙂

I too, just learned that such a word exists. 😀
It’s made up word and it represent latvian language same way american movies represent architecture of cities in central, eastern europe and baltics (hello Prague my old friend, you are Kyiv/Vilnius/Riga/>!enter bunch of capital names from those regions which suit series/movies plot!< once again)
