Bono is tax resident in Ireland so he pays income tax on his earnings like the rest of us. He could easily officially live abroad and avoid all Irish tax but doesn’t.

If they’re resident here they’re assessed on their total worldwide income.
If the income was taxed elsewhere, we check if that country holds a Tax Agreement with us preventing us from taxing it again.
If they don’t (eg. Australia) we tax it here.
If they do (eg. UK), then we tax the gap in between our tax and theirs (so if the foreign tax is 15% and ours is 20%, we’ll charge the “missing” 5% to get the proper Irish amount due).
There is no “non-dom[icile] exemption”.
If they’re not resident here it’s a moot point and they’re only charged on what the earned here in ROI.
