It makes no sense to me, but I don’t know the question. It could mean that the child calls before walking home, or it could mean that the parents call the child and tells it to go home.

My child calls home before he leaves for home (as in ring so the parents know he or she is on his or hers way)
”Jag ringer när mitt barn ska gå hem” skulle vara något mindre kryptiskt.

When my kid was smaller, like 7-10, she would call me to check if she could go home, I’m assuming this is what they mean. Sometimes she wanted to stay longer at “Fritids” sometimes she wanted to go home early. So this is why she could call and check if she could go home.
