If we look away from Russia and the confusion about wether they could have done it themselfs, then the UK is probably the most likely to have done it, seeing as everyone else is scared shitless of Russia and their nukes, and the americans don’t want to get their hands dirty at the risk of global nuclear war.
Given the Russian track record re. the truth, that means we can now definetely rule out the UK, in case there was ever any doubt about that.

Any bets on who Russia will acuse of damaging internet cables in France.
Flying drones over Norwegian offshore oil/gas rigs.
Damaging German (and Danish) trains.
Damaging fiber optic cables betweeng the Faroe Islands and Shetland islands, and in the mediterranean.
Out of general interest, which nation / corporation would have had the most to gain by such an action?
