Would this great policy have happened without the Greens?
I kinda doubt it, considering how strong the automobile industry is represented in the other two coalition partners. Maybe someone from Germany can provide an answer.

In the Netherlands no such fund exists. Hospitals are expected to cut costs despite the extensive covid care backlog. Good governance on the part of Germany though.
I still think they should have designed a slightly cheaper ticket for regional transport and a more expensive nationwide one.
