We have a few of those on [Loftgångar](https://www.traguiden.se/globalassets/om-tra/brandsakerhet/detaljlosningar/balkong-loftgang/brand-balkong-loftgang.jpg) in a few houses.
It’s for clearing snow in the winter and getting materials for construction up or down.
Real convenient.
An opening like that, with a simple latch in child-height, looks like it violates pretty much every safety standard in the book!
So pets can look outside without needing to lean over the railing.
My first guess would be for opening
It’s for small children so the don’t hurt themselves climbing the railing.
Emergency / fire escape…
The gate aside: That carpet looks like it would be pretty inconvenient with snow or rain.
Lets breeze and/or sun in
So it’s easier to dump the bodies.
Its for Midgets or Hobbits i think, possible both.
Leave it open during winter so you can just shove snow down maybe?
So Dogs can enjoy the view too
Do all apartments have this? my guess is a DIY cat entrance. Some people say fire escape but I highly doubt it, more like a barbecue if that is the case…

idk why it is there but it is kind of common in sweden
It’s in case you want to feel the breeze of the wind brushing against your legs too while you’re standing there enjoying the view of the tree.
