Seems legit to me.
This is one of the many reasons I say that Luxembourg is one big concierge button.

Normal , they do the same meetings in France for new people in the city
You got an official invite from the mayor of lux city Lydia Polfer. You go there, sip some champagne stare at her breasts and enjoy “ The welcome to Luxembourg party”
We got the same invite when we moved to Junglinster. It was on in the commune, I remember people with small businesses had stalls to advertise their wares. One guy had the most beautiful long haired rabbits we’d ever seen… I don’t believe he was raring rabbits tho’ 🙈 We had a glass of crémant and walked around.
I imagine in the city there may be a few more non-Luxembourgish attendees so maybe a chance to make friends. I think we were the only English speaking foreigners so we didn’t get far on that front. A nice gesture all the same. And a chance to ask questions/find out about local amenities. 👍🥂
I would be very skeptical because other than the covid stuff I’ve never got anything in english from the government.

It’s legit. I live and France and recently moved into another village and recently received the same kind of invitation. Had a few drinks and eat some while discussing with the mayor.
I didn’t know big cities did that as well, which is nice !
Remember that scene in Goodfellas where Joe Pesci thought he was going to be made? Well…
I moved here during COVID and I never got one of these 😭
Edit: oh wait is this for citizens? I’m not a citizen yet. But I will be! Maybe my day will come…
