Oh, I know that first song. It’s an old American tune called “Hard Times Come Again No More” by Stephen Foster (same guy who wrote Camptown Races and Oh! Susanna). A nice little song exhorting the lucky to be mindful of the plight of the less fortunate.

TBF, I think the Highland pipes were adopted by Irish Americans because of their distant similarity to uilleann pipes, and because bellows-blowing pipes are incredibly difficult to keep in tune in most climates in the US. I didn’t even know what uilleann pipes were until I went to Ireland and attended my first session at age 19. I was at a session in Chicago a couple of months ago. There were two uilleann pipers, their reeds both crashed at roughly the same time. One of them, barely paused and took out a tin whistle and rejoined the group. The other guy just packed it up.
Always find it amazing that for anything Police or fire dept related there’s the tri-volor waving about.
Yanks do love the Irish alright. Decades ago not so much.
I don’t care, bagpipes are annoying as shit no matter what the circumstance, tone, how well played, in person or recorded or adjusted for modernity. They are fucking horrendous chaos transmitted by soundwaves.
