The idea that higher children to staff ratios is going to give significant savings on childcare is fantasy.
For starters, no nursery nurse is going to happily accept doing 20% more work and taking on the additional responsibility, for free – and not should they.
And then you have practical issues like that being raised by these parents. Increased risk to all the children, I imagine insurers are going to take a dim view of that.
