
As an Irish person registered living in Germany this is quite confusing to me. If I owned a german campervan and wanted to come to Ireland for a few months to visit friends and family with it is this not allowed? But a foreigner would be allowed?

Did ya forget how to read English over there?
If you’re registered in Germany then you’re very specifically not “a state resident”.
And you’re not importing a vehicle if you’re here on holiday, VRT is not applied unless the vehicle is remaining in the state.
Like others have said, you are a non resident since your permanent address is outside Ireland.
The intent of this law is mostly to stop people buying a vehicle in the North and then driving it in the Republic without taxing it.
