Cyprus would work better with cantons after all foreign troops of UK, Turkey and Greece leave. UN troops can stay a bit longer. Cantons would work better than bicommunal bizonal federation. Switzerland has 26 cantons, Cyprus could have 28 cantons with a certain degree of autonomy but where they allow freedom of movement. And it should push for a unitary state eventually.
If one ever tried to do anything like mobile or wireless networking, they know how difficult it is to get anything done in every municipality: each small local government official is a king, they don’t care about the law or any papers issued by a higher authority, and there’s a nice NIMBY attitude. Imagine how much effort and “facilitating payments” it would take to do anything if we had 28 municipalities 🙂
