WordPress + YouTube = Free
I know it isn’t what you asked for but having a look at the site you linked have you considered just using Shopify or Squarespace?
Could try get students in college to do it. Cheaper and if you get 3rd or final year students it’ll be great quality. Good for their CV too. Would just have to get in contact with the college via email or phone.
I work as a web developer, a professionally built site costs thousands. If its a small business and you have some tech skills then google ‘shopify templates’ and try and find one that would suit you and just add your own logo and content.
You can get a grant from Local Enterprise Office to build a website just in case you were looking for some funding

Buy a domain, buy hosting, buy a shopify plan + template site then pay an artist to make digital versions of your logo/branding. Idk what it will cost but if you’re doing it somewhat well at least €500 in the first 3 months, could be a lot more depending on if you can manage the website content yourself or not. Eg. Adding items, producing digital media
I can do it for €6,983.38 plus expenses, and not a penny less.
