Since it’s highly informal, there is no need for a predicate for it to be understandable. On a technical level, it’s not actually a sentence.
Sędzia is the referee but we don’t use “the” and kalosz is a welligton boot apparently so thats where the two words come from. In informal language we can sometimes not use “is”. Just like in english slang you can say “he dumb” and everyone gets it.
“the” and “a” don’t have an equivalent in Polish.
“kalosz” is the name for “Wellington boots” and to be fair some in the UK just call them “wellies”
“is” can be translated to “jest” as in “sędzia jest kaloszem” which would be a bit more grammatically correct, but as it is a popular football chant / insult it has been shortened to a more informal saying.
