1) Its often a soft refusal to participate in the census. Many people view the census as expensive and pointless and/or a government overreach, but if you refuse you can be fined I think 10 000 CZK, so they fill out the form but leave as many questions blank as possible or troll the census by saying they are Jedi or whatever.
2) Others feel its OK to do a census but think certain matters are no business of the government, which is why they check no answer in those. In case of nationality, about 90% of the *no answer* group will just be Czechs and some will be Romani/gypsies who think somehow this would get connected back to them and they would be discriminated against by the system, which is not how government bureaucracy works, because if there was an interconnected system hoarding all information about every individual in one database, no census would be required in the first place, but whatever. In case of religion, most will be atheists and the rest will be Jews, who are apprehensive about identifying themselves as such in a census because… well, we all know how that worked out for them the last time they got put on a list.
