That sign means that it’s forbidden to park until that sign, after it is good.
It seems like you can from 9am til 7pm… there’s only one way to find out for sure, keep parking there until you get a ticket, and if you never get a ticket then you get your answer 🙂 it’s a long term commitment
No. That sign implies that there is a previous sign forbidding parking. That’s the same everywhere in the world my friend.

also, that sign in particular looks faded af. either that or it’s an illusion caused by the incident light on the reflective areas.

You cannot park there from 9AM to 7PM unless you are driving a tourism bus. This sign mark the end of prohibition, so AFTER this sign, you can park with no issues.
Yes from 9 to 19h unless you are a bus
If your car is that seat for example, you can’t park there.

No clue, traffic signs normally don’t affect the space before them, only after.
From the traffic sign forward you can park between 9:00AM to 19:00PM.
So it depends on the traffic sign before that one, best guess is no, can’t park there.
