90% it’s a county hospital. They all look the same. There are some trees and benches for the people waiting in the queue and patients, and there’s a thick roofing just below the glass wall in case the queue becomes too long to fit everyone inside or somebody needs a smoke break. The front reception hall always has a glass front wall to tell what’s going on from the outside.
70% chance it’s in eastern, most likely southeastern Poland, since it wasn’t repainted in a long time. Probably some smaller, poorer county. I’d type in “SPZOZ” in google maps and start checking or looking for hospitals in debt.

EDIT: Google Street view is a little outdated. Street still has pavement. It was changed to colorful road bricks after 2017. You can see the same anti-parking semispheres, that appeared as piles of snow.
