This feels like the sort of marketing to make a statement just because they were obligated to share something but they sneakily chose not to say anything at all so we would be confused and that is the whole way of Belgium in a nutshell: make life more complicated than it needs to be.
“The saldo” literally means “the remaining” but no one would ever use it in this situation. It’s not typical Flemish. The “?” graffiti also disagrees with this use.
