Is there a lower limit for my high school diploma grade to enter kul leuven? And according to this site “https://www.kuleuven.be/inschrijvingen/toelating.html” I think I can enter the CS department only with a high school diploma without taking any exams. (I don’t speak Dutch)

Why would you want to enter if you don’t speak dutch?
If you have a degree from ou side of Flanders, you are not automatically admitted but will have to be checked by the International Admissions to see if they declare your degree to be equivalent. Typically they check to see if your high-school degree would allow you to start a bachelor course in your home country.
If you want to know more, best to ask Admissions directly. And you will need to show proof of B2 fluency in Dutch to start a Dutch bachelor programme.
If you have low grades from high school then you will suffer a lot. Especially if going for a STEM degree. Belgium has an open admittance system for most degrees but then the elimination happens throughout the 1st year of university. Basically the policy is that everyone should be given a chance no matter what their background or income and only those who are well prepared and motivated will make it through.
If your math is not good or you haven’t taken higher level maths, the uni level math will be overwhelming and extremely difficult. Combined with the high course load in University versus high school, it simply becomes impossible to keep up, often ending with failing math or having to retake it next year.
Courses like Math moves on very fast and already assumes you know many concepts and that you are quite comfortable with things such as calculus and algebra: derivatives, integrals, matrices, complex numbers, vectors, trigonometry.
I would suggest that of you still have a year, take advanced math courses or do all the of the math on khan academy up to calculus AP. Otherwise when you start you will simply not have enough time to catch up with the math or you will be studying for it like 6 hours a day..
