Imma take a wild guess that this was a medal awarded to state employees for exceptional work or something. I’m taking a shot in the dark tho so I’m pretty sure it’s wrong. They were really active during the civil war and the admission requirements were both physical and ideological. In short, the owner of the medal is/was probably someone I wouldn’t enjoy hanging out with.
