I can’t see anywhere on this photo where it says you can pay in cash. You need to pay the Landeshauptkassse. You could make a cash deposit with this form at your bank.
Barzahlungen oder Zahlungen mit EC- bzw. Kreditkarte sind in der Landeshauptkasse Berlin NICHT möglich.
This translates to cash/ec card payment not possible.

You should be able to do that at every Berlin Bußgeldstelle.
