I am not a specialist in blindsigns but i would say it is a ” higher attention” field. Because it is a bridge it goes a bit up and downwards. Also it signs the size of the sidewalk you can use.
It is a place, where cars are allowed to cross over the sidewalk. It is hard figure out, wether you are on such a spot or not, without the visual context of the street. That is why it is marked with high contrast visual and tactile guidelines for blind people.
