I’m pretty sure MOT mechanics can access the mot history of the car. Not really that helpful apart from telling you if mileage was wound back and what if anything failed. But access to that isn’t public so you still have to go to a mechanic.

And that’s just because impossible to identify that the car is “dead” without visiting mechanics. Many owners invest in external look of the car while 0 invested in maintenance in past. Average result – 10 visits of mechanic, only 1 car is so-so, can be bought with extra 20% discount from published price.
Get an obd connector that connects with bluetooth to your phone. They usually have an app that lists current faults, milage and other info.
