Issuing a law that you can’t enforce is the quickest way to remind people the state isn’t all powerful, and will probably encourage other petty crime. Of course once this starts, and people lose faith in the government to enforce laws and justice, a cursed downwards spiral begins, and before you know it you are alchemically transmuted into Bulgaria.
If you refuse to pay the fine? I presume this ends in jail for not complying with the court ordered fine. Then what? They still aren’t vaccinated. Unless the state plans in the final resort to overpower a citizen in a cell and inject them against their will. What a timeline.
How Austria plans to enforce EU’s first mandatory vaccine policy of an injectable substance that is a subscription service for *immunity*, even though you can still get infected and infect others.

Are governments doing anything to teach more doctors and provide more hospital capacity? If lockdowns are mostly about the helping the healthcare system to keep up.
