My dad used to work as a roofer and quite often he’d spend loads on parking meters just to attend sites. The actual traffic warden told him he’d be cheaper just getting a ticket if he was going to be there for the day. Can’t really blame folk.
Fines based on percentage of wealth/income are the only way to stop rich people acting like dicks.
I’m sure I’ve heard of one or more Scandinavian nations that has fines proportional to income for driving offences – sure someone else can say more on this.

People do that all the time here in Brighton. It’s usually cheaper than actually paying for parking. £5 per hour with max stay or 2 hours or you can park for 24 hours if you just leave it and get a parking fine which costs £25
Saw a guy stop his supercar outside of Nobu once. Right in the middle of the street, just walked out of the car and into the restaurant.
Needs to be towed plus massive fine.
Many years ago I went to an away football match, Oxford I think parking was £10 and a fair distance from the ground , I carried on to quite near the ground and parked in a public residential road ,the plaque said £7 parking fine on match day , a resident came out to warn me that I would get a ticket if I parked there ,I pointed out that it was cheaper than a car park , he laughed ,I did get a ticket.
I think that the parking fine in Glasgow City Centre is £30 if you pay early. It costs £4 an hour to park. 10 hours x £4 = £40, if you for some reason had to park in the city for that long.
If you don’t get a ticket, it’s either free (don’t get caught) or cheaper by £10. There’s no real punishment
I have a dude on my street (in NYC) who treats the fire hydrant as his own personal spot. It’s a $150 ticket every time, but it’s cheaper and more convenient than finding proper parking.
I’ve reported him hundreds of time and he has gotten a ticket each time… but he keeps doing it
